题目云南农村危房改造工程项目绩效管理研究摘要农村危房改造项目是民生工程，是深入贯彻落实党的“十九大”提出的“乡村振兴”工程的重要措施，对保障和改善农村居民的住房条件具有重大意义。但是我国民生工程的项目绩效管理研究起步较晚，尚缺乏民生工程项目的绩效管理体系，为此，本文以“云南农村危房改造工程项目绩效管理研究”为题开展研究。作者结合工作实际，首先对研究背景和相关理论及研究进行了综述；其次，通过实地和问卷调查、案例分析对云南农村危房改造工程项目实施和绩效评价环节进行了重点分析，指出了项目实施和绩效管理存在的主要问题，并对原因进行了剖析；第三，初步搭建了一套科学、合理、完整和实用的农村危房改造工程项目绩效评价指标体系和相应的权重，并针对四个县（区）的项目实施情况展示了绩效评价的过程；最后，提出了旨在提升云南农村危房改造工程项目绩效管理水平的对策建议。论文丰富了民生工程项目的绩效管理理论，对今后云南农村危房改造工程项目的绩效管理实践提供了直接的指导，对财政资金使用效率的提高具有重要的现实意义。关键词：农村危房改造项目；绩效管理IAbstractRuraldilapidatedhousingrenovationprojectisthepeople'slivelihoodproject.Itisanimportantmeasuretothoroughlyimplementthe"ruralrevitalization"projectproposedbythe"19thNationalCongress"ofthePartyandisofgreatsignificancetosafeguardingandimprovingthehousingconditionsofruralresidents.However,theprojectperformancemanagementresearchofthepeople'slivelihoodprojectinChinastartedlateandstilllackstheperformancemanagementsystemofthepeople'slivelihoodproject.Forthisreason,thispaperstudiestheprojectperformancemanagementresearchofYunnanruraldangeroushousingrenovationproject.Basedonthepracticeofthework,theauthorfirstsummarizesthebackgroundoftheresearchandrelatedtheoriesandresearch.Secondly,throughthefieldandquestionnairesurvey,caseanalysistoYunnanruraldangerousbuildingrenovationprojectimplementationandperformanceevaluation,pointedoutthemainproblemsinprojectimplementationandperformancemanagement,andanalyzedthereasons;Thirdly,asetofscientific,reasonable,completeandpracticalperformanceevaluationindexsystemandcorrespondingweightsfortheruraldangeroushousingrenovationprojectareinitiallybuilt,andtheperformanceevaluationprocessisdemonstratedfortheimplementationoftheprojectsinfourcounties(districts).Finally,theauthorputsforwardsomecountermeasuresandsuggestionstoimprovetheperformancemanagementlevelofYunnanruraldangeroushousingrenovationproject.Thepaperenrichedtheperformancemanagementtheoryofthepeople'slivelihoodproject,provideddirectguidancefortheperformancemanagementpracticeoftheruraldilapidatedhousingprojectinYunnan,andhadimportantpracticalsignificancefortheimprovementoftheefficiencyoftheuseoffinancialfunds.Keywords:Ruraldilapidatedhousingrenovationproject;PerformancemanagementII目录摘要................................................................................................................................IABSTRACT...................................................................................................................II第一章概述..................................................................................................................1第一节研究的背景...................................................................................................1第二节研究的目的和意义.......................................................................................2一、研究的目的.......................................................................................
