开发区城市规划设计实施过程中变更的产生与控制摘要城市规划设计是针对城市建设进行的一种涉及土地资源、空间布局、人文环境及社会经济的综合安排与部署。从城市规划设计的作用来讲，具有十分重要的作用，它不但关系到人们赖以生存的空间质量问题，而且也关系到社会与经济实现可持续发展的问题。因此，对城市规划设计的管理就显得特别重要了，然而就我国目前的状况而言，城市规划设计的管理还存在很多问题，尤其是在城市规划设计的变更方面，所引发的问题更为严重。在城市建设过程中，开发区作为能够较好带动当地经济发展的重要手段，当前很多城市都陆续对各类开发区加大了推进力度，这使得开发区城市规划设计实施过程中的问题越来越受到了人们的关注本文借助文献研究、理论分析及归纳总结等方法，以开发区城市规划设计变更为主要研究对象，对其变更产生的原因及控制措施进行了研究。首先对城市规划设计的相关理论基础、设计变更的理论进行了梳理和阐述；然后对城市规划设计的原则、一般流程进行了分析，在此基础上展开了对引发开发区城市规划设计变更的原因进行详细分析，分析重点从前期规划设计与实际情况的脱节、设计实施过程的条件改变、社会发展产生的刚性需求以及利益相关者的利益诉求等方面进行了深入探讨；之后指出了开发区城市规划设计的变更具有一定的必然性和规范性，要实现对城市规划设计变更的控制，需要建立包括决策控制、执行控制以及评价反馈在内的整个控制体系；还应该从规范政府行为入手，化解由于政府一味追求经济政绩而产生的规划设计变更动因；同时要通过约束建设单位和施工单位，鼓励正当竞争，强化公众参与度，健全变更决策等方面来平衡利益相关者的利益，由此来遏制开发区城市规划设计无意义变更的产生。本文的研究，对于协调现阶段开发区城市规划的整个过程，实现城乡空间布局，改善人居环境，促进我国经济社会全面协调可持续发展，具有重要的现实意义；同时对于加强我国城市化进程中的规划设计水平及实施水平，全面提升对设计变更的控制水平具有一定的借鉴意义，特别是对于众多城市的开发区城市规划设计变更控制，提供了一种新的思路。关键词：城市规划；设计变更；控制ABSTRACTUrbanplanninganddesignisacomprehensivearrangementaboutlandresources,thespatialdistributionofthehumanenvironmentandsocio-economic.Roleintermsofurbanplanninganddesign,hasaveryimportantrole,itisnotonlyrelatedtothequalityofpeople'ssurvivalspace,butalsorelatedtosocialandeconomicsustainabledevelopment.Therefore,themanagementofurbanplanninganddesignisparticularlyimportanttoourcurrentsituation,however,themanagementofurbanplanninganddesigntherearemanyproblems,especiallyinurbanplanninganddesignchanges,causedbymoreseriousproblems.Intheprocessofurbanconstruction,thedevelopmentzoneaswellanimportantmeanstodrivelocaleconomicdevelopment,manycitiesaregraduallyonthetypesofdevelopmentzonestoincreaseeffortstopromote,whichmakestheDevelopmentZone,urbanplanninganddesigntoimplementationproblemsintheprocessofincreasinglymorebytheattention.Withthehelpofaliteraturestudy,theoreticalanalysisandsummarizeothermethodstoDevelopmentZone,urbanplanninganddesignchangestothemainobjectofstudy,changethecausesandcontrolmeasures.First,urbanplanninganddesigntheorybasedonthetheoryofdesignchangessortoutanddescribed;thenwereanalyzedontheprinciplesofurbanplanninganddesign,thegeneralprocesslaunchedonthisbasis,causedbythereasonoftheDevelopmentZone,urbanplanninganddesignchangepointedoutthattheDevelopmentZoneoftheTownPlanningtoconductadetailedanalysis,theanalysisfocusesonthedisconnectfromtheearlyplanninganddesignwiththeactualsituation,thedesignimplementationprocessconditionschange,therigidrequirementsofsocialdevelopment,andstakeholderinterestdemandsin-depthdiscussions;designchangesw...
