振兴东北老工业基地的金融战略研究ResearchonhowtopromotetheFinancialStrategyoftheOldIndustrialBasesinNortheastChina摘要由于东北地区的历史原因，自二十世纪九十年代之前，东北地区一直都是我国重要的工业基地，也是我国重要的经济发达地区。但东北地区总体经济水平相较于国内其他地区而言还有巨大的差距。因此我国政府于2003年起开始重视东北老工业基地发展，国务院随后发布了《振兴东北老工业基地战略》，表达出振兴东北老工业基地的决心。东北老工业基地是新中国刚成立以来重要的工业孵化室，为我国建成完整的工业体系以及国家经济体系作出了重大的贡献，但由于时代的发展进步，东北老工业基地已经逐渐跟不上时代的步伐。长期以来，人们对于振兴东北老工业基地的研究一直没有暂停过，但是他们忽略了区域经济发展的重要影响因素，即金融。金融作为区域发展的核心要素，对于推动区域产业成长，带动区域经济发展有着重要的影响作用。本文是对东北老工业基地的金融战略发展的研究，了解相关的理论基础，为后续研究我国东北老工业基地的金融战略发展现状提供理论帮助。发展现状是对于当前我国东北老工业基地状况的反映，从中可以透露出当前发展过程中存在的问题，例如人才外流、金融支持力度不大，可以明显从现状当中凸显出来，从而对症下药，提出具有针对性的对策和建议。关键词：振兴东北；老工业基地；金融战略；区域经济发展；三大产业ResearchonhowtopromotetheFinancialStrategyoftheOldIndustrialBasesinNortheastChinaAbstractBecauseofthehistoricalreasons,northeastChinahasbeenanimportantindustrialbaseandanimportanteconomicdevelopedareasincethe1990s.However,theoveralleconomiclevelofnortheastChinastillhasahugegapcomparedwithotherpartsofthecountry.Therefore,in2003,theChinesegovernmentbegantoattachimportancetothedevelopmentoftheoldindustrialbaseinthenortheast,andtheStateCouncilsubsequentlyissuedtheNortheastAreaRevitalizationPlan,expressingthedeterminationoftheNortheastAreaRevitalizationPlan.TheoldindustrialbaseinnortheastChinahasbeenanimportantindustrialincubatorsincethefoundingofthePeople’sRepublicofChina.IthasmadegreatcontributionstotheestablishmentofChina’scompleteindustrialsystemandnationaleconomicsystem.However,duetothedevelopmentandprogressofthetimes,theoldnortheastindustrialbasehasgraduallyfallenbehindthepaceoftheTimes.Foralongtime,therehasbeennopauseinthestudyoftheNortheastAreaRevitalizationPlan,buttheyignoretheimportantfactorofregionaleconomicdevelopment,namelyfinance.Asthecoreelementofregionaldevelopment,financeplaysanimportantroleinpromotingregionalindustrygrowthandregionaleconomicdevelopment.ThispaperistostudythedevelopmentoffinancialstrategyoftheoldindustrialbaseinnortheastChina,tounderstandtherelatedtheoreticalbasis,andtoprovidetheoreticalhelpforthefollow-upstudyofthestatusquoofthedevelopmentoffinancialstrategyoftheoldindustrialbaseinnortheastChina.ThecurrentsituationofdevelopmentisareflectionofthecurrentsituationoftheoldindustrialbaseinnortheastChina,fromwhichproblemsexistinginthecurrentdevelopmentprocesscanberevealed.Forexample,thestrengthofbraindrainandfinancialsupportisnotstrong,whichcanbeclearlyhighlightedfromthecurrentsituation,accordingly,theauthorputsforwardsomepertinentcountermeasuresandsuggestions.KeyWords:RevitalizeNortheastChina；OldIndustrialBase；FinancialStrategy；RegionalEconomicDevelopment；TheThreeMajorIndustries目录摘要................................................................IAbstract...............................................................II一、绪论................................................................1（一）研究背景....
