此资料由网络收集而来,如有侵权请告知上传者立即删除。资料共分享,我们负责传递知识。克里国务卿就美国与古巴恢复外交关系英语演讲稿SECRETARYKERRY:Goodafternoon,everybody.Thankyouforyourpatience.InWashingtonafewmomentsago,PresidentObamaannouncedthatwehadreachedanagreementtoformallyre-establishdiplomaticrelationswiththeRepublicofCubaandthatwewillreopenembassiesinourrespectivecountries.Laterthissummer,asthePresidentannounced,IwilltraveltoCubatopersonallytakepartintheformalreopeningofourUnitedStatesEmbassyinHavana.Thiswillmarktheresumptionofembassyoperationsafteraperiodof54years.ItwillalsobethefirstvisitbyaSecretaryofStatetoCubasince1945.Thereopeningofourembassy,Iwilltellyou,isanimportantstepontheroadtorestoringfullynormalrelationsbetweentheUnitedStatesandCuba.ComingaquarterofacenturyaftertheendoftheColdWar,itrecognizestherealityofthechangedcircumstances,anditwillservetomeetanumberofpracticalneeds.TheUnitedStatesandCubacontinuetohavesharpdifferencesoverdemocracy,humanrights,andrelatedissues,butwealsohaveidentifiedareasforcooperationthatincludelawenforcement,safetransportation,emergencyresponse,environmentalprotection,telecommunications,andmigration.TheresumptionoffullembassyactivitieswillhelpusengagetheCubanGovernmentmoreoftenandatahigherlevel,anditwillalsoallowourdiplomatstointeractmorefrequently,andfranklymorebroadlyandeffectively,withtheCubanpeople.Inaddition,wewillbetterbeabletoassistAmericanswhotraveltotheislandnationinordertovisitfamilymembersorforotherpurposes.此资料由网络收集而来,如有侵权请告知上传者立即删除。资料共分享,我们负责传递知识。Thistransition,thismomentinhistory,istakingplacebecausePresidentObamamadeapersonal,fundamentaldecisiontochangeapolicythatdidn'tworkandthathadbeeninplacenotworkingforfartoolong.Ibelievethat'sleadership,andIappreciatethatleadership.AndPresidentCastrofeltsimilarlythatitwastimeforachange.Bothleadersagreethatconcentratingontheissuesandpossibilitiesofthefutureisfarmoreproductivethanremainingmiredinthepast.AndIwouldsayaswelookattheworldtodaywithconflictsthatweseeandeventhesenegotiationstakingplacehereinVienna,itisimportantforpeopletounderstandthatthingscanchange,thatleadershipcanbeeffectiveandcanmakeadifference.Thisstephasbeenlongoverdue,andtheresponseoftheinternationalcommunityhasreflectedthereliefandthewelcomingthatpeopleallovertheworldfeelforthisstep.ThisstepwilladvancethePresident'svision–PresidentObama'svision–ofanAmericaswhereresponsibilitiesarewidelysharedandwherecountriescombinetheirstrengthstoadvancecommoninterestsandvalues.Andwe,frankly,alsobelievethatthisopeningwillhelptochangerelationshipsintheregionasawhole.IwanttothankAssistantSecretaryofStateRobertaJacobsonandherteam,ourteamattheStateDepartment,togetherwiththoseattheWhiteHousewhohaveworkedtoleadthesediscussionswiththeirCubancounterpartsinordertoenablethenormalizationofourdiplomaticrelationsandthereopeningofourembassies.IalsowanttothanktheGovernmentofSwitzerlandfortheessentialrolethattheyhaveplayedinservingastheUnitedStatesprotectingpowerinCubaformorethan50years.此资料由网络收集而来,如有侵权请告知上传者立即删除。资料共分享,我们负责传递知识。Andfinally,IwanttoacknowledgetheeffortsofmanyintheUnitedStatesCongress,theCubanAmericancommunity,civilsociety,faith-basedorganizations,theprivatesector,andothersthroughoutourcountryandbeyondwhohavesupportedthestartofanewchapterofrelationsbetweentheUnitedStatesandCuba.IlookforwardtomeetingagainwithmyCubancounterpart,BrunoRodriguez,whoIsawmostrecentlyinPanama,andIalsolookforwardtogreetingourembassypersonnelandtheCubanpeopleinHavanalaterthissummer.IlookforwardtotakingpartinthereopeningofourUnitedStatesembassyandintheraisingoftheStarsandStripesoverthatembassy,andthebeginningofaneweraofanewrelationshipwiththepeopleofCuba.Thankyouallverymuch.QUESTION:Mr.Secretary,willAmericandiplomatshavefreeaccesstotalktopeople–SECRETARYKERRY:We'lltalkaboutallthosedetailslater.I'mnotgoingtotakequestionsrightnow,folks,butIappreciateverymuchyourpatienceandinterest.QUESTION:Justafewwordsaboutthenegotiationsheretoday,please.SECRETARYKERRY:Well,I'vegottotaketheseawayforthat.(Laughter.)Weareworkingvery,veryhard.Wehavesomeverydifficultissues,butwebelievewe'remakingprogressandwe'regoingtocontinuetoworkbecauseofthat.Thankyouall.QUESTION:ForeignMinisterZarifsaidthere'snodeadline.Isthere?SECRETARYKERRY:Thankyouverymuch.QUESTION:Isthereadeadline,sir?SECRETARYKERRY:Wehaveourownsenseofdeadline.
