摘要2008年国际金融危机爆发后，作为主导国际货币的美元对其他货币的波动，以及美元长期的弱式趋势，导致以美元为主的各国外汇储备缩水，利益无法得到保障，债权国已经开始对自己手头积聚的美元资产感到担忧了。在这种背景下，中国经济在此次全球金融危机中的惊人表现以及近年来中国在世界舞台上日益发挥着新兴大国的影响力，“人民币国际化”呼声日益增高。同时，中国开始从国家战略的角度思考人民币国际化的问题，并采取了积极行动。其中，跨境贸易人民币结算是中国推进人民币国际化线路图的重要一步，这一步的施行过程和结果将对未来人民币国际化道路的选择产生影响。跨境贸易使用人民币结算，有利于我国涉外企业进行汇率风险管理，减少汇兑成本，节省外币衍生品交易费用，操作流程和会计核算也更加简便，因此备受我国外贸企业的关注，在与境外企业的贸易往来中，积极采取措施，争取以人民币进行计价和结算，结算量不断上升，涉及的境外区域不断扩大。跨境贸易人民币结算的实施，可使企业在国际贸易活动中结算方式更加灵活，可选择结算币种增多，减少汇率风险，降低交易成本，弥补结算手段的不足，促进国际贸易发展。有助于提升我国的国际地位，促进金融业的国际化。但是，另一方面，人民币跨境贸易结算、人民币直接投资的推出不可避免的对我国内外经济平衡产生影响。因此，本文主要以河北省为例对人民币跨境结算对河北省国际收支的影响展开一系列地分析。关键词：人民币跨境结算；河北省；国际收支AbstractIn2008theinternationalfinancialcrisis,asthedominantinternationalcurrencythedollaragainstothercurrenciesfluctuate,andthedollarlong-termweaktrend,leadingtoshrinktodollardenominatedforeignexchangereserves,interestcannotbeguaranteed,creditorcountrieshavebeguntotheiraccumulationofdollarassetsworry.Inthiscontext,amazingperformanceduringtheglobalfinancialcrisisintheeconomyaswellastheChinaChineseinrecentyearsontheworldstageplaysanincreasinglyemergingpowersofinfluence,"RMBinternationalization"ofincreasingthevoice.Atthesametime,thinkingtheissueofRMBinternationalizationfromthenationalstrategicpointofChinesebegan,ithastakenpositiveaction.Amongthem,theRMBcross-bordertradesettlementisanimportantsteptopromotetheinternationalizationofRMBChineselinegraph,theimplementationprocessandtheresultofthisstepwillhaveanimpactonthefutureoftheRMBinternationalizationpathselection.CrossbordertradeRMBsettlement,conducivetoChina'sforeign-relatedenterpriseexchangerateriskmanagement,reducethecostofforeignexchange,foreigncurrencyderivativestosavetransactioncost,operationprocessandaccountingismoresimpleandconvenient,somuchofChina'sforeigntradeenterprisesandoverseasenterprisesconcerned,intrade,totakeactivemeasures,striveforinvoicingandsettlementtothetheyuansettlementamount,rising,expandingoverseasregionsinvolved.TheimplementationoftheRMBsettlementofcross-bordertrade,canmaketheenterpriseintheinternationaltradesettlementmethodismoreflexible,canchoosethecurrencysettlementincrease,reducetheriskofexchangerate,reducethetransactioncost,makeupforthedeficiencyofthesettlementmeans,topromotethedevelopmentofinternationaltrade.HelptoenhanceChina'sinternationalstatus,promotetheinternationalizationoffinancialindustry.But,ontheotherhand,theRMBcross-bordertradesettlement,theRMBdirectinvestmenthasinevitablyhaveanimpactonChina'sinternalandexternaleconomicbalance.Therefore,thispapertakesHebeiProvinceasanexampletoRMBsettlementofcross-bordertradeinHebeiProvinceontheimpactoftheinternationalbalanceofpaymentstolaunchaseriesofanalysis.Keywords:RMBsettlementofcross-bordertrade;Hebeiprovince;internationalbalanceofpayments目录摘要..............
