附录1CommunitygovernanceandmanagementofsocialorganizationsysteminnovationAtthepresentstageofoursocialorganizationmanagementsystemcannotadapttotherequirementsoftherapiddevelopmentofsocialorganization,therestillexistssomeproblems,theseproblemsmainlycomefromthesocialorganizationoftheexternalandinternalfactorsintwoaspects.Amongthem,theexternalfactorsincludethegovernmentbehavior,systemenvironment,legalenvironment,theyaresocialorganizationrequiredfordevelopmentoftheexternalforcesandexternalenvironment;internalfactorsincludethesocialorganizationoftheirownorganizationalstructureandmanagementmethods,theyaresocialorganizationsthedevelopmentofendogenousforceandinternalenvironment.Inaparticularembodiment,thegovernmenttothesocialorganizationandmanagementofthedualmanagementsystemsothatthedevelopmentofsocialorganizationsinastateofconfusion,socialorganizationmanagementsystemoftherelevantpoliciesandregulations,legalsystemisnotperfect,thesocialorganizationofthespaceisstillverylimitedautonomy,autonomousself-regulationabilityisveryweak.Inviewofthis,thesocialorganizationandmanagementsystemtoreformtrainofthoughtanddirectionmainlyfocusesonthefollowingaspects:oneisthereformofdoublemanagementsystem,itissocialorganizationmanagementsystemreformmaintask,twoistoimprovethemanagementofsocialorganizationlegalsystemandtheinstitutionalframework,thethreeisthegovernmentforthedevelopmentofsocialorganizationsprovidefavorablesystemenvironmentandbroadspacefordevelopment,changeofgovernmentroleandfunctionsinthetransformationofsocialorganizationisthereformofthemanagementsystemofthepremiseandthesafeguard,fouristhegovernmenttocultivateandsupportthegrowthofthesocialorganizations,improvetheirabilityofsocialorganizations,encouragethemtoactivelyparticipateinsocialmanagementandpublicservice,thesocialorganizationtobecomethesocialconstructionistheimportantsubjectone,andreconstructthenewrelationshipbetweencountryandsocietysystem,promotethegrowthofcivilsocietyandthedevelopmentof.Communitybasedsocialorganizationsparticipateincommunityconstructionismainlyreflectedinthecommunityaffairs,socialmanagement,andtoassistthegovernmentinprovidingpublicserviceandcarryouteverykindofpartofthecommunity'sownservice.Communitybasedsocialorganizationsparticipateincommunityaffairsmanagementismainlybygovernmentaldominantbreedorundertakegovernmentcommissionedtheprojectsoastoachieve.Communitysocialorganizationstoundertakegovernmentcommissionedtheprojectforcommunitybasedsocialorganizationsparticipateincommunityaffairsmanagementprovidesanewpointofviewandcarrier,openedacommunityaffairsmanagementbyadministrativeandunificationtosocializationandspecializationtrend,promotethetransformationofgovernmentfunctionsanddevelopmentofcommunityautonomy,embodiesthepublicandprofessionaltheorganiccombinationof.Communitybasedsocialorganizationsparticipateincommunityserviceprovidedtothepathwaysaregenerallyaccordingtothedemandofsignalorientedtosocialorganizationorgovernmentpurchaseofservicessoastoachieve.Demandsignalorientedmodeisgenerallythroughthediscoveryofresidentsinsideunripedemandsetupwithdifferentfunctionsofthecommunityorganizationofsociety,sothattheycanmeettheresidentsofeverykindofdiversedemand,fortheresidentstoprovideservices.Thegovernmenttothecommunitythroughtheorganizationtopurchaseservicessoastoencouragecommunityparticipationofsocialorganizationsinthesupply...
