衢州市新农村建设中的人力资源开发问题研究摘要中国是一个农业大国，为了达到建设小康社会的宏伟目标，中国共产党第十六次全国代表大会提出了当前农村的发展任务是最重要、是最艰巨的。农民小康了才能实现全国人民的农村现代化和国家现代化。党中央明确指出，要以平衡城市和农村的经济和社会发展为目标，更加关注农村、关心农民、支持农业，把“三农”问题作为党的工作的首要任务,放在更突出的位置。在农村地区,人力资源是最活跃和最重要的生产要素，也是经济发展的主力军，推动社会进步，这就要求各级政府和社会作为一个整体有一个新的认识来提高农村人力资源利用。充分认识到农村人力资源开发对全面建设小康社会，建设现代农业，提高农村人生活水平的重要性位置。衢州市，虽然处于东部经济较为发达的地区，但是由于自身的地理环境和当地情况造成农业建设中的人力资源出现问题，主要表现在人口迅速增长，生态环境恶化。农产品大幅下降，竞争力薄弱，效益增长缓慢，农民收入和城乡居民收入差距不断扩大，已成为日益突出的问题。农民是现代农业和新农村建设的主体，本文探索了衢州市农村人力资源开发的现状和问题，并指出实施农村人力资源开发的发展模式和具体措施，具有重要的理论意义和促进衢州市农村经济发展的现实意义。关键词：农村发展，人力资源开发，重要性，保障AbstractChinaisanagriculturalbigcountry,inordertoachievethetargetofbuildingawell-offsociety,theChineseCommunistParty'sSixteenthNationalCongressputforwardthecurrentruraldevelopmenttasksarethemostimportant,isoneofthemostformidable.Inordertorealizefarmerwell-offofthepeopleofthewholecountryandruralmodernizationandthemodernizationofthecountry.ThePartyCentralCommitteepointsoutclearly,wanttobalancethecityandruraleconomicandsocialdevelopmentasthegoal,paycloseattentiontoacountrymore,careafarmer,supportagriculture,"3farming"theproblemastheparty'sfirstjobofthejob,putinmoreprominentplace.Inruralareas,thehumanresourceisthemostactiveandthemostimportantfactorofproduction,alsobethemainforceofeconomicdevelopment,promotingsocialprogress,thisasksvariousgovernmentandsocietyasawholehasanewknowledgetoimproveruralhumanresources.Fullyawareoftheruralhumanresourcesdevelopmentofthecomprehensiveconstructionofawell-offsociety,theconstructionofmodernagriculture,improvetheruralpeoplelivinglevelofimportanceposition.QuzhouCity,thoughinthemoredevelopedeasternregion,butbecauseofitsgeographicalenvironmentandthelocalsituationcausedbyagricultureintheconstructionofhumanresourcesproblems,mainlyintherapidgrowthofpopulation,thedeteriorationoftheecologicalenvironment.Agriculturalproductstodropconsiderably,weakcompetitiveness,benefitgrowthisslow,theincomeofthefarmersandtheincomegapbetweenurbanandruralresidentscontinuedtoexpand,hasbecomeincreasinglyprominentproblem.Thefarmeristhemodernagricultureandnewruralconstructionsubject,thisarticleexplorestheexploitationofruralhumanresourcesinQuzhouthestatusquoandproblems,andpointsoutthatthedevelopmentofruralhumanresourcedevelopmentmodelandspecificmeasures,hastheimportanttheorysignificanceandpromotingthedevelopmentofruraleconomyinQuzhoucityofpracticalsignificance.Keywords:ruraldevelopment,humanresourcesdevelopment,importance,security目录第一章绪论......................................................................................................................................1第二章国内外研究现状.................................................................................................................1第三章新农村建设中农村人力资源现状分析——以衢州为例..................................................
