摘要城中村是在我国城镇化进程中产生的特有的一种人群聚居形态。现在的城中村存在很多问题，包括住房密度大，质量差、人口结构复杂，流动性大、环境恶劣，存在安全隐患、依然保留传统管理体制等。这些问题使城中村改造具备必然性，而且必须尽快实施改造。本文通过对西安市城中村改造的实例分析，以西安市城中村为调研对象，调查了三个处于不同改造阶段的城中村，分析城中村改造过程中的政府行为，总结政府职能在城中村改造中存在的问题，并借鉴国内外城中村改造的先进经验提出职能改变的方向。政府职能的转变可以从三个方面进行，分别是引导职能、服务职能和监督职能。引导职能方面主要提出了充分发挥政府主导作用、引导广大村民积极参与、实行政务公开透明化三方面的转变措施；服务职能方面主要提出了大力发展社区就业、构建村民社会保障体系两方面的转变措施；监督职能方面主要提出了加强事前监督、加强拆迁过程监督、加强建设过程监督和加强安置过程监督四方面的转变措施。政府在城中村改造中发挥着重要作用，政府职能的实现程度决定了城中村改造的完成程度。本文所得出的研究结果能够有效提升西安市城中村改造过程中的政府行政效率，充分调动政府部门工作积极性与创造性，具有十分重要的研究意义。关键词：西安市，城中村改造，政府职能ABSTRACTThevillageinthecityisaformofpopulation-basedpeculiarendeavorinourcountrythathasemergedduringtheprocessofurbanization.Nowadays,therearemanyproblemsinthevillagesinthecity,includingthehighdensityofhousing,poorquality,complexpopulationstructure,largeliquidity,badenvironment,potentialsafetyproblemsandthetraditionalmanagementsystem.Theseproblemsmakethegovernmentrealizetheinevitabilityoftherenovationofthevillagesinthecitiesandmustcarryoutthetransformationassoonaspossible.BasedonthecasestudyofthetransformationofurbanvillageinXi'an,thepapertakesthreevillagesindifferentstagesofurbanrenewalasexamples,andanalyzesthegovernmentbehaviorinthetransformationofurbanvillage.Intheexistingproblemsandlearnfromtheadvancedexperienceofurbanandruralreconstructionathomeandabroadputforwardthedirectionoffunctionalchange.Thetransformationofgovernmentfunctionscanbecarriedoutfromthreeaspects,namely,theguidingfunction,theservicefunctionandthesupervisoryfunction.Theguidingfunctionsmainlyputforwardthemeasuresofgivingfullplaytotheleadingroleofthegovernment,guidingthebroadmassesofvillagerstoparticipateactivelyandimplementingthetransformationoftransparencyingovernmentaffairs.Servicefunctionsaremainlyproposedtovigorouslydevelopthecommunityemployment,constructionofsocialsecuritysystemforvillagersintwoaspectsofchangemeasures.Thesupervisionfunctionsmainlyputforwardthemeasurestostrengthenthesupervisioninadvance,strengthenthesupervisionoverthedemolitionprocess,strengthenthesupervisionovertheconstructionprocessandstrengthenthesupervisionovertheresettlementprocess.Thegovernmentplaysanimportantroleinthereconstructionofthevillageinthecity,andthedegreeofrealizationofthegovernmentfunctionsdeterminesthecompletionofthereconstructionofthevillageinthecity.TheresearchresultsobtainedinthispapercaneffectivelyimprovetheadministrativeefficiencyofthegovernmentintheprocessofurbanrenewalinXi'anandfullymobilizetheenthusiasmandcreativityofgovernmentdepartments,whichisofgreatsignificance.Keywords:Xi'an,Villagerenovation,GovernmentFunctions目录摘要.............................................................................................................................................IABSTRACT..................................................................................................
