1摘要从2008年爆发国际性金融危机到现金为止,债务问题是出现频率最高的。受到欧洲主权债务危机愈发严重,美国主权的信用等级降低的影响,世界各国都难逃债务危机,解决债务问题刻不容缓,我国自然也包括在内。新《预算法》于2015年1月1日正式实施,自此,债券的发行量日益递增,地方政府主要是通过发行债券来获取资金的,地方政府采用发行证券这一筹资的方式推动了地方经济的持续、健康发展,鉴于此,地方政府发行债券所存在的风险必须予以重视。本文将主要针对地方政府债券的发展情况、以及发展过程中存在的问题展开研究,并且在此基础上对这几年来债券发行量的数据进行整合、分析,最终总结出:应该建立并完善出一套合理的地方政府债券运行体系,真正能够实现监管的透明化以及约束的市场化。对于地方政府来说,债券管理模式的筛选、以及有关债券发行的限额管理与风险管理等许多方面都需要进一步的改进,这就需要健全法律法规、完善市场化约束环境、明确监管对象等各个方面的支持。关键词:地方政府债券,风险防范,监管,市场化约束2AbstractFromtheoutbreakoftheinternationalfinancialcrisisin2008tocash,thedebtproblemisthemostfrequent.AffectedbytheworseningEuropeansovereigndebtcrisisandtheloweringofthecreditratingofUSsovereignty,countriesaroundtheworldcannotescapethedebtcrisis.Itisimperativetosolvethedebtproblem,andChinanaturallyincludesit.Thenew"BudgetLaw"wasofficiallyimplementedonJanuary1,2015.Sincethen,theissuanceofbondshasbeenincreasing.Localgovernmentshavemainlyobtainedbondsthroughtheissuanceofbonds.Localgovernmentshavepromotedlocalgovernmentsbyissuingsecurities.Inviewofthesustainedandhealthydevelopmentoftheeconomy,therisksinherentintheissuanceofbondsbylocalgovernmentsmustbetakenseriously.Thispaperwillfocusonthedevelopmentoflocalgovernmentbondsandtheproblemsinthedevelopmentprocess,andonthisbasis,integrateandanalyzethedataofbondissuanceoverthepastfewyears,andfinallyconcludethat:oneshouldbeestablishedandimproved.Areasonablesystemoflocalgovernmentbondoperationscantrulyachievetransparencyofregulationandmarketizationofconstraints.Forlocalgovernments,thescreeningofbondmanagementmodels,aswellasthelimitmanagementandriskmanagementofbondissuance,needtobefurtherimproved.Thisrequiresimprovinglawsandregulations,improvingthemarket-orientedenvironment,andclearingtheregulatorytargets.support.Keywords:Localgovernmentbond,Riskprevention,Supervision,MarketizationconstraintPAGE\*MERGEFORMAT10重庆理工大学毕业论文地方政府债券风险防范策略研究目录.........................................................................................................................................3.................................................................................................................3.........................................................................................................................................3........................................................................................................................................4........................................................................4........................................................................................4.................................................................................................................4.........................................................................................................................................4......................................................................................................
