摘要农村小额信贷作为一种特殊的信贷方式，为农村扶贫和农村经济建设发挥了重要作用。我国农村小额信贷具有规模小、成本高、无抵押等特点，项目收益不高、风险大，小额信贷机构的可持续性较差，小额信贷发展难以形成规模。建立完善的农村小额信贷服务体系，为农村小额信贷的发展营造一个有利的发展环境，以市场化的方式促进小额信贷的发展，是目前我国农村金融领域亟待解决的问题。常州市是一个传统的农业大市，农业基础薄弱，农民增收缓慢，农村相对落后问题还很突出。常州市的小额信贷经过多年的持续发展，取得了一定成绩，但是随着小额信贷的不断开展，一些新的缺陷也出现在了人们的面前，小额信贷机构的前景不容乐观。因此，如何使常州市的小额信贷保持生命力，继续为推动农村经济发展发挥出它所应用的作用，是个值得研究的课题。本文通过对常州市农村小额信贷发展现状、面临的困境分析，提出进一步推进常州市农村小额信贷可持续发展的有效举措。关键词：农村小额信贷；信贷方式；农村资金市场AbstractRuralmicrocreditasaspecialformofcredit，whichplaysanimportantroleinruralpovertyreductionandeconomicdevelopmentinruralareas.China'sruralmicrocredithassmallsize，highcost，nonmortgagecharacteristics，projectincomeisnothigh，theriskisbig，poorsustainabilityofmicrofinanceinstitutions，thedevelopmentofmicrofinanceisdifficulttoformscale.Theestablishmentandperfectionoftheruralmicrocreditservicesystem，createafavorabledevelopmentenvironmentforthedevelopmentofruralmicrocredit，market-orientedapproachtopromotethedevelopmentofmicrofinance，iscurrentlyChina'sruralfinancialproblems.JiaMusicityisatraditionalagriculturalcity，agriculturalinfrastructureisweak，theslowincreaseoffarmers'income，ruralareasarerelativelybackwardproblemsstilloutstanding.JiaMusiCitymicrofinanceaftermanyyearsofsustaineddevelopment，hasmadesomeachievements，manyruralbeganmarchingtowardsthewell-to-dosociety.Butwiththecontinuousdevelopmentofthedefectsofmicrofinance，somenewlevelalsoappearsinfrontofpeople，microfinanceinstitutionsisnotoptimistic.Therefore，howtomakethecityofJiaMusimicrofinancemaintainvitality，continuetoplayitsroletopromotethedevelopmentofruraleconomy，isatopicworthyofstudy.Inthispaper，fromthedevelopmentofinternationalanddomesticmicrocredithistoryandreality，throughanalysisandstudyoftheimportantproblemsforthedevelopmentofmicrocreditstatus，JiaMusiCity，topromotethesustainabledevelopmentofruralmicrofinanceJiaMusicity;theJiaMusicityruralmicrofinanceinstitutionanalysis，evaluationofruralmicrofinanceperformancelevel，toprovidesupportforthegovernmenttoformulatepoliciesrelatedtothedevelopmentofmicrofinance;throughtheanalysisandresearchoftheexistingproblemsintheconstructionofruralmicrocredit，forthegovernmenttofindproblems，solveproblems，improveandenhancethefinancialstrategytoprovidedecision-makingreference;effectivewaybyexploringtheimprovementofRuralMicrocreditsystem，tofurtherpromotetheruralmicrofinancesustainabledevelopment，promoteruralfinancialmarket，improvethecapitalefficiency，sothatfarmersgetmorefinancialservices，promotingtheruralcreditmarketdevelopment，promotetheruralfinancialreform.Keywords:ruralmicrofinance;JiaMusi;ruralcapitalmarket目录摘要............................................................................................................1Abstract......................................................................................................21.绪论.........................................................................................................
