摘要我国的社会养老保险已经从城市开始延伸到农村，本文对栖霞的农村养老保险现状进行了调查研究，着重调查了目前栖霞县养老保险的现状，分析了养老保险中存在的亟待解决的相关问题，主要存在以下问题：新型农村社会养老保险的立法不够完善；农民对养老保险的了解渠道单一；参保率较低；新型农村养老的层次不清晰；政府责任不到位；栖霞政府承担养老保险面临巨大的财政困难栖霞养老保险体系缺乏商业运作机制的参与；栖霞养老保险的保障能力十分有限基金的保值增值难度较大；新农保制度的持续性较差以及新农保管理绩效有待提高。最后并结合栖霞的经济发展与风俗习惯给出了具体的建议。建议如下：扩大宣传力度，增加农民参保意识；不断完善社会保障制度；加大政府财政投入力度，采用弹性资金投资方式；完善立法，使农村社会养老保险法定化；多方统筹提升养老保险的保障水平；拓展资金的筹集渠道；建立新农保基金保值增值机制；提倡社区助老服务，推进老年服务社会化；建立多层次农村社会保障体系；有必要引入精算制度，使制度更加科学化以及实现新农保经办工作的规范化、专业化和信息化。本文的研究目的是为了发展和完善栖霞农村养老保险体制，力求在基于栖霞政府财政的现实考虑，找出一个最适宜栖霞农村居民社会养老保险资金的筹措、控制、运营等一系列资金管理的方式，以及与之相应的配套措施。关键字：养老保险；农村养老保险；养老保险体系；栖霞ABSTRACTSocialendowmentinsuranceinChinahasbeenfromthebeginningofthecityextendedtoruralareas,thispapermadeinvestigationtoQixiaruralpensioninsurancestatus,focusingontheinvestigationofthepresentsituationofQixiaCountyofendowmentinsurance,analyzestheproblemsexistinginold-ageinsurance,mainlyhasthefollowingproblems:thenewruralsocialpensioninsurancelegislationnotperfect;farmersofendowmentinsuranceofunderstandingofsinglechannel;theinsuredrateislow;thenewruralendowmentlevelisnotclear;theresponsibilityofthegovernmentisnotinplace;Qixiagovernmentpensioninsurancesystemisfacinggreatfinancialdifficulties;Qixiaendowmentinsurancesystemintheabsenceofcommercialoperationofthemechanisminvolved;guaranteeabilityofQixiaendowmentinsurancefundisverylimited;thedifficultyvaluelarger;poorcontinuityofnewsystemofagriculturalinsuranceandagriculturalinsurancemanagementperformanceneedstobeimproved.Finally,combinedwiththeeconomicdevelopmentandcustomsofQixiagivesspecificrecommendations.Recommendationsareasfollows:expandingpropaganda,increasefarmers'insuranceawareness;improvethesocialsecuritysystem;governmentshouldincreasefinancialinput,theelasticityofcapitalinvestment;perfectthelegislation,maketheruralsocialendowmentinsurancelegal;multi-partyco-ordinationimprovepensionsecuritylevel;toraisechanneldevelopmentfunds;toestablishthenewagriculturalinsurancefundmechanism;topromotecommunityservice,promotingtheoldsocialservices;theestablishmentofamulti-levelsocialsecuritysysteminruralareas;itisnecessarytointroducetheactuarialsystem,makethesystemmorescientificandtherealizationofthenewagriculturalinsurancemanagementstandardization,specializationandinformation.TheaimofthisstudywastodevelopandperfectQixiaruralendowmentinsurancesystem,inordertoconsidertheQixiagovernmentfinancebasedonthereality,findoutthecollection,control,operationofaruralresidentsaremostsuitableforQixiasocialendowmentinsurancefundsandaseriesoffinancialmanagementmethods,aswellasthesupportingmeasuresandthecorresponding.Keywords：old-ageinsurance;ruralendowmentinsurance;endowment目录摘要...............................................................IABSTRACT...........................................................II...
