摘要我国，改革开放后，经济水平迅速提升，体量不断变大，城镇化建设初见成效，人民生活水平不断提升，可以说改革开放前30年的发展，我们是通过自有资源的消耗和粗放式发展取得的成就。但我国的能源消费量却超过美国，成为世界第一大能源消耗大国，这不是一个多么光鲜的数据，当然也有中国人口中国的原因，但确我们目前生存的环境产生了很大的恶化，在我国的发展中，环境问题已经成为了不得不面对的，不得不解决的问题。东北三省之一的吉林，在建国初期，是我国重工业、能源大省，在建国初期，对于社会主义建设贡献巨大，但是在新的形势下，需要淘汰落后产能，实现环境约束下的吉林经济的可持续发展，达到经济发展和环境保护的共赢。本文，立足于吉林省能源产业实际，首先分析了研究的背景和意义，以及在能源产业领域国内外的研究现状。接着提出了有助于能源产业合理化发展的循环经济基本理论、环境价值基本理论、能源经济学理论。然后分析了吉林省能源产业的发展面临的现状，分析了能源产业发展和环境保护的制约关系，找出了制约能源产业发展的相关问题。最后从提升能源产业技术水平，提高能源使用效率、大力发展能源循环经济、整能源产业结构，合理规划能源发展战略三个角度，提出相应的解决对策。本文的创新点为，将吉林省能源产业发展和环境保护相互结合，探讨环境约束下的能源产业发展新策略。本文的意义是立足于吉林能源经济发展的实际，融合环境保护思维，研究环境约束下的吉林省能源经济发展，对于打破吉林发展的天花板，实现吉林省经济的可持续发展，保护好吉林现有的经济环境有着十分重要的意义，实现“既要金山银山，又要绿水清山”的绿色GDP发展之路。关键词：环境保护；能源产业；循环经济；可持续发展ABSTRACTChina,thereformandopeningup,economiclevelrapidincreasesinvolumebecomeslargerandlarger,urbanconstructioninitialsuccess,people'slivingstandardsrising,itcanbesaidbeforethereformandopeningup30yearsofdevelopment,weareconsumedbyitsownresourcesandextensivedevelopmentachievements.However,China'senergyconsumptionhassurpassedtheUnitedStatesastheworld'slargestenergyconsumingcountries,thisisnotwhatabrightdata,ofcoursethereareChinesepeopleinChina'sreasons,butreallywearecurrentlylivingenvironmenthasproducedasignificantdeteriorationinourdevelopment,environmentalissueshavebecomeahavetoface,hadtosolvetheproblem.OneofthethreeprovincesofnortheastJilin,intheearlydays,isChina'sheavyindustry,energyprovince,intheearlydays,ahugecontributiontothesocialistconstruction,butunderthenewsituation,theneedtoeliminatebackwardproductioncapacity,toachieveJilineconomicenvironmentConstraintsustainabledevelopmentandachievewin-wineconomicdevelopmentandenvironmentalprotection.Thisarticle,basedontheactualenergyindustryinJilinProvince,analyzesthebackgroundandsignificanceofthestudy,andthestatusofresearchinthefieldofenergyindustryathomeandabroad.Thenputforwardwillhelprationalizetheenergyindustrydevelopmentofcirculareconomybasictheory,basictheoryofthevalueoftheenvironment,energyandeconomictheory.ThenanalyzesthedevelopmentoftheenergyindustryinJilinProvincefaced,analyzedtherelationshipbetweenenergyconstraintsofindustrialdevelopmentandenvironmentalprotection,andtoidentifyissuesrelatedtorestrictingindustrialenergydevelopment.Finally,fromanelevatedenergylevelofindustrialtechnology,energyefficiency,vigorouslydevelopthecirculareconomyenergy,thewholeenergyindustrystructure,rationalplanningofenergydevelopmentstrategythreeangles,proposeappropriatecountermeasures.TheinnovationofthisarticleistheJilinenergyindustrydevelopmentandenvironmentalprotectioncombinedwitheachothertodiscusstheenergyindustryenvironmentconstrainedthedevelopmentofnews...
