摘 要非法移民作为美国移民问题的重点问题，其产生的本质原因是移民来源国和美国经济水平的差异所导致的。现如今，非法移民在美国已然形成一种移民热潮，日益增多的非法移民成为了美国国家安全隐患所在，因此无论是美国政府还是国民对非法移民的重视日益明显。“9·11”事件之后，我们可以看出非法移民给美国的经济发展，国家安全以及内政外交都带来了一定的问题。在小布什任总统期间，曾经采用刚柔并济的治理方法来解决非法移民问题，但收效甚微。因为无论是刚性的紧缩性政策还是柔性的寻求合作来解决非法移民问题，这些举措都没有将非法移民问题放在治理的首位，也没有用最强的力度去解决这个问题，同时非法移民问题复杂性也是其治理失败的原因之一。我们可以看出非法移民治理所采取的刚性措施和柔性措施并没有有效的解决该问题。随时时间的推延，社会进步经济发展，非法移民问题将会有怎样的变化，作为一个移民大国，它将成为一个长期存在且难以攻克的堡垒出现在美国的移民史中。关键词：“9·11”事件；非法移民；柔性治理；刚性治理ABSTRACTIllegal immigration, as the focus of the immigration problem in the United Statesis essentially caused by the difference between the economic level of the country of origin and the United States.
