中 文 题 目：论乡村振兴背景下村民自治存的问题——以山西省长子县为例英 文 题 目：On the Existing Problems of Villagers' Autonomy in the Background of Rural Rejuvenation——A Case Study of Zhangzi County in Shanxi ProvinceI摘 要三农问题是关乎国计民生的根本问题。在党的十九大报告中更是提出了要建立自治、德治与法治相结合的乡村治理体系，实施乡村振兴战略。村民自治是我国实施乡村振兴战略中的重要组成部分，在乡村治理中发挥着不可替代的作用。但是村民自治还是存在有一定的问题。为了深入讨论这些问题，本文以山西省长子县为例展开了分析。论文的的第一部分首先介绍了选题背景、意义及国内外的研究现状。第二部分界定了本文的相关概念和相关理论：乡村振兴、村民自治、自治理论和公共治理理论。第三部分则介绍了山西省长子县村民自治的发展现状。第四部分对长子县村民自治存在的问题进行了分析：农村经济发展水平低，村干部及村民素质较低，选举中存在一定程度的贿选等。第五部分则针对这些问题尝试提出一些对策：发展农村经济，加强对村民的素质培育，规范村民委员会的民主选举程序等。关键词：乡村振兴；村民；村民自治IAbstractThe three rural issues are fundamental issues related to national economy and people's livelihood.
