摘 要体育公共服务作为一项全民共享的权利，由政府机构主导，在不同的阶段，遵照不同的标准，提供基础性的、具有均等性的公共服务体育设施。旨在促进全国人民身体素质的稳定、健康提升。咸阳市是西北地区注明的文化旅游城市，有着丰富的历史文化资源，其在体育公共服务均等化的建设方面，还有着很多有待提升的地方，本文以其城镇社区中的弱势群体为研究对象，分析这一群体当前的体育公共服务均等化实现程度，结合文献资料等手段，进行深入研究，从不同的角度论述了咸阳市体育公共服务均等化发展进程中存在的问题。社会应对处于社会底层的城镇中的弱势群体给予更多的关怀和关注，建设好城镇弱势群体的体育公共服务，对构建和谐社会、促进体育事业健康和谐发展有着重要的意义，而且对全民健身计划的全面实施具有促进作用，这就表现出城镇弱势群体的体育公共服务尤为重要。在对体育公共服务均等化进行了一定的研究后，针对咸阳市城镇的体育公共服务，在服务均等化方面的建设目标上提出了一些建议，希望通过本篇文章能够对咸阳市城镇社区弱势群体体育公共服务均等化的发展起到一点的促进作用。关键词：城镇弱势群体；体育公共服务；均等化；二元化；多元化；服务型政府AbstractThe sports public service as a public sharing rights, led by the government, in the different stage, according to different standards, provide the basis and have equal public services and sports facilities , aimed at promoting national people's physical quality stability, health promotion.
