《电影产业促进法》对中国电影的影响与发展摘要科学的电影产业结构能促使电影产业快速健康地发展，而电影产业结构的优化在很大程度上取决于政府制定的电影产业结构政策的合理性。由于历史条件、现实条件、社会文化、社会制度、经济发展程度等诸多条件的不同，各国在电影产业结构政策上存在着明显不同的地方由于《电影产业促进法》的实行，在政策制定的目标上，中国是逐步调整电影行业的整体结构，以实现电影的经济效益与社会效益的统一为目标。国外的目标是突出电影产业的市场化。在电影保护政策上，中外在保护本国电影产业上都不遗余力，除美国外，大部分国家都规定了电影配额以保证本国的电影市场；在打击盗版和保护电影知识产权方面国外电影发达国家在法律规定上比中国更成熟。在电影产业扶持政策上，中外各国的相似点是首先通过减税、免税等税收措施对本国电影产业进行扶持；其次是实行对电影业的直接资助政策。但是在电影扶持政策的出发点和具体方式上有所不同。中国始终是将电影社会效益放在首位，积极扶持一些具有效益的影片；国外则在间接扶持政策上比较明显。此外，本文还对中外电影产业结构政策的经验教训和启示借鉴，为实现更好的国产电影的发展而努力。关键词：电影产业促进法；电影；电影市场AbstractThe scientific film industry structure can promote the rapid and healthy development of the movie industry, and the optimization of the movie industry structure largely depends on the rationality of the film industrial structure policy formulated by the government.
