摘要政府采购行为的规范化、具体化和制度化主要体现在政府对采购监督机制的建立和完善。政府采购在我国起步较晚，虽初步形成了一定的体系构架，但制度还有待改进，其中，我国诸多违法、贪污、腐败等问题的产生起因都是政府采购制度的不完善，不利于我国政府采购的可持续发展。虽然我国有关政府采购的研究成果还颇少，但就政府采购监督而言，国外众多学者已对其较深入地研究，并有了越来越多的涉及，本文联系我国现有政府采购监督制度的形式及其作用问题及其原因，结合国内外专家学者的研究成果进行了总结和回顾，并对其进行了分析，认为当前导致我国政府采购面临诸多困境的根本原因是我国政府采购监督机制的不完善。 通过对我国政府采购监督机制的问题及其原因进行分析，有利于“对症下药”，为我国政府采购监督机制的构建和完善提供理论依据。依据国外政府采购制度的成功实践经验，笔者提出，在明确我国政府采购监督机制构建的原则下，当前若要完善我国政府采购监督机制，构建完备的政府采购监督法律法规体系、加强内外监督和采购程序的监督以及完善相关配套措施是关键，其中加快我国电子化政府采购的发展步伐更是重中之重。关键词：政府采购；监督机制；问题；对策AbstractGovernment procurement is as a result of the development of the liberalization of current international trade and the economic globalization, also is the important method of the world's governments managing the social and economic activities.
