本科论文摘 要最近几年来，关于旅游客运车辆的重特大交通事故频繁发生，人们外出旅游的安全问题得不到保障，道路旅游交通安全形势凸显。在旅游行业的安全管理中，企业安全管理制度不完善，安全机构从简甚至一些企业没有安全管理部门，人员普遍存在安全意识淡薄问题。监管部门监督检查作用小，监管力度不够大，监管人员素质参差不齐，监管人员在执法时玩忽职守。这些问题要从根本方面入手，落实加强企业的安全制度建设，对部门加强监管力度，提高人员安全意识，提高监管手段等。本文将以 2015 年陕西咸阳发生的一起重大旅游交通安全事故作为入手点，通过对该起案例的分析，根据事故发生的原因，分析安全管理问题在事故中的作用，从而提出相应的对策及建议。关键字：公路，旅游客运，安全管理，对策研究本科论文AbstractIn recent years, serious and major traffic accidents of tourist passenger vehicles have occurred frequently, and the safety of people traveling out cannot be guaranteed, so the safety situation of road tourism traffic has become prominent.
