摘 要本文从可持续发展理论出发，通过分析包头市钢铁集团（简称包钢）的实例，进而对包头市钢铁行业在大气污染治理中的改进进行研究。本文采用文献研究法和调查研究法。首先，分析包钢在大气污染治理中的不足之处，继而对这些缺陷产生的原因进行深层次的分析，最后通过文献的整理和国内外大气污染治理的经验对包头市钢铁行业的空气污染治理提出改进的建议和意见。包头市钢铁业在空气污染治理上普遍存在的问题在于减排手段的单一化，缺乏技改的积极性和一定程度上的规避监督行为。而产生这些缺陷的原因。从经济角度上来讲，是企业缺乏相应的经济激励和资金支持；从管理角度来看是政府一定程度上的监督问责的缺位导致的。经过分析问题所在和问题原委，可以对症下药得出解决方法，也就是说，最重要的是通过建立完善的经济激励体制，提高企业的污染治理积极性和能动性，同时促进技改和产能淘汰。对于政府来说，最重要的则是提高监督管理能力。- I -关键词： 大气污染治理，包钢，钢铁行业Study on the improvement of air pollution control in Baotou Iron and steel industryAbstractBased on the theory of sustainable development, this paper analyzes the case of Baotou Iron and Steel Group, and then studies the improvement of air pollution control in Baotou Iron and steel industry.
