本科论文摘 要产业政策是指通过制定国民经济计划（包括指令性计划和指导性计划）、产业结构调整计划、产业扶持计划、财政投融资、货币手段、项目审批来实现。产业政策在一定程度上可以引导企业的行为，为产业结构升级和转型提供保障。激励型产业政策是国家为鼓励和带动某些行业发展而制定的政策，激励政策的实施有利于引导企业投资行为，但具体投资效率及是否会产生过度投资却备受质疑。由此，本文主要分析产业政策鼓励下的企业其投资行为是否存在过度投资等非效率行为，具体结合我国“十二五”规划期间中国 A 股市上市企业的相关财务数据，对产业激励政策与企业过度投资行为之间的关系进行了实验检验。研究发现：受到产业激励政策的行业中，企业普遍存在过度投资行为，这一方面是由于产业激励政策在一定程度上有助于企业突破行业限制并获得银行更多的融资支持，从而使得企业追加投资具备了可行性；另一方面，这些过度投资的企业其内部治理机制、内部决策机制、内部控制等存在弊端。综上，笔者认为当政府出台产业激励政策时，企业应该从管理制度、内部控制和内部审计等方面来规划并提高企业自身的投资效率。关键字：投资效率，产业激励政策，过度投资本科论文AbstractIndustrial policy is mainly realized through the formulation of national economic plans (including mandatory plans and guiding plans), industrial restructuring plans, industrial support plans, financial investment and financing, monetary means, and project approval.Industrial policy can guide the behavior of enterprises and provide guarantee for industrial structure upgrading and transformation.The motivational industrial policy is to encourage the nation and driving the development of certain industries and policies, the implementation of incentive policies to guide enterprise investment behavior, but whether the investment efficiency and leads to excessive investment has been questioned.Therefore, this paper mainly analyzes whether the investment behaviors of enterprises encouraged by industrial policies have excessive investment and other inefficient behaviors, and specifical...
