江苏县域海洋经济的发展路径及政策建议摘 要 中共十八大报告提出“提高海洋资源开发能力，发展海洋经济，保护海洋生态环境，坚决维护国家海洋权益，建设海洋强国”。建设海洋强国，就得从利用海洋、开发海洋、保护海洋、管控海洋等方面着手。海洋经济在海内外形势复杂的当前具有重要的实际意见和策略意见，是中国可持续发展、走向海洋强国的必经之路。江苏省位于我国东部沿海区域的中心位置，区域优势得天独厚，全省海岸线长 954 公里。江苏沿海县域是由连云港、盐城和南通三个市所辖区以及赣榆县、灌云县、灌南县、东海县响水县、射阳县、滨海县、东台市、大丰市、启动县、如东县、通州市、海门市、海安市14 个县(市)构成，该地区的海洋资源极为丰富。江苏省一直是我国经济发展速度和规模较快的省份，然而江苏省县域海洋经济的发展相对于其他沿海城市还略显滞后，这与江苏经济大省的地位不相吻合，本文首先分析了江苏县域海洋经济发展的现状和产业布局现状，并对江苏省海洋生态经济发展状况作出科学的评价，针对当前江苏县域海洋经济存在的问题提出一些建议，然后总结了国内外沿海发达地区海洋经济发展的经验，最后结合江苏县域海洋经济发展的自身条件，提出了江苏县域海洋经济的具体发展路径和对策。 【关键词】 海洋经济，海洋产业，可持续发展，问题，政策建议 Development path and policy suggestions of marine economy in Jiangsu CountyAbstractCPC eighteen report "Improving the ability of marine resources development, development of marine economy, marine environment protection, and resolutely safeguard national maritime rights and interests, building maritime power."The construction of marine power, and have to start from the use of the oceans, develop and protect the ocean, marine control etc..
