城市共享单车发展过程中的政府责任研究 ——以宁波市为例 摘要：2016 年，ofo 共享单车走出校园，摩拜单车走出北上广深，各大城市也纷纷投入各种颜色的单车。共享单车作为一种新形式的交通工具因为它的方便性和灵活性而受到极大的欢迎。 各大公司纷纷投入共享单车，由于资本市场的涌入，共享单车迅速发展，规模不断扩大。共享单车的粗暴发展带来了一系列的问题，如城市交通秩序紊乱、各大平台恶性竞争等等。本文是为了研究政府在共享单车发展过程中所需要承担的责任，将国内的管理模式与国外的管理模式进行对比，借鉴国外成功的管理经验，同时根据本土的特色，提出一系列具有针对性的解决方法，为共享单车的良性发展提供建议。关键词：政府责任；共享单车；发展过程1Research on Government Responsibility in the Development of Shared Bicycles- A Case Study of Ningbo CityAbstract:In 2016, ofo shared bicycles to get out of campus, Mobike bicycles went out of Guangzhou Guangshen, and major cities have also invested in bicycles of various colors.
