I村集体组织公共资源管理存在的问题及对策——以海南新坡镇仁里村为例摘要：随着社会主义经济体制的逐步完善，村集体组织公共资源管理的弊端逐渐暴露出来。因此，提升村集体组织公共资源管理水平，使其变得更加规范化就变得尤为重要。农村集体资金、资产、资源属于村组集体经济组织全体成员集体共同所有，是发展农村经济和实现农民共同富裕的重要物质基础 。但是在很多村集体组中当中却存在对公共资源监管不严、处置随意等问题，导致集体资源流失严重，这在某种程度上损害了国家、群众的权益。因此，需要加强农村公共资源管理，针对公共资源的处理让人民群众享有更多的知情权、参与权、决策权等以及监督权，从而合理开发公共资源，提高其经济和社会效益是一项亟待解决的现实问题。本文则以海南新坡镇仁里村为研究对象，通过分析海南新坡镇仁里村公共资源管理现状为切入点，找出现阶段海南新坡镇仁里村公共资源管理过程中存在的问题 ，如相关法律法规和监管制度不健全、交叉管理现状比较严重、多元监督制衡机制缺乏、管理人才素养有待提升等，针对上述存在问题提出科学性的解决对策，帮助海南新坡镇仁里村做好公共资源管理工作，也为其它村集体组织加强公共资源管理提供有利借鉴。关键词：村集体组织；公共资源管理；监管制度Problems and Countermeasures of Public Resources Management of Village Collective OrganizationsA Case Study of Renli Village, Xinpo Town, Hainan ProvinceAbstract: With the gradual improvement of the socialist economic system, the shortcomings of public resource management of village collective organizations are gradually exposed.
