本科论文摘 要从古至今，突发事件时有发生，由于当今世界科学水平发展迅速，突发事件的发生频率更是呈现上升水平，给人类的生活带来或多或少的影响。一个国家在现代意义上的应急管理和应对突发事件的能力，对保护国家安全、维护社会稳定和保障人们财产安全有必然的联系，还将持续影响整个经济社会的发展。2020 年是极度不平凡的一年，它是中国的鼠年，万事开头难，我相信在经历了新型冠状病毒、澳洲森林大火、东非的蝗灾、中国西昌火灾等重大突发事件后，一定顺顺利利的。现如今，我们国家要解决的燃眉之急就是应急管理体系的建设与应急能力的提高，同时这也成为全世界公共管理的主要关注点。对突发公共事件的应急管理已经成为公共安全保障系统的主要核心点。我们需要建立和完善高效的突发事件应急管理体系来解决我国的各种突发事件。本文阐述了国内外政府面对突发事件的应急管理能力现状及突发事件的发展趋势，常见突发事件的处理措施，并针对我国当今现状出现越来越频繁的突发事件，我国政府对突发事件的应急能力与应急体系建设问题进行分析。关键词：突发事件；应急能力；体系建设；应急管理本科论文AbstractSince ancient times, emergencies have occurred from time to time.
