城管行政执法现状及解决措施(姓名)Urban management and administrative law enforcement status and solutions(Name)摘 要 1996 年《中华人民共和国行政处罚法》颁布实施后，各地相继进行相对集中行政处罚权的试点工作，城管执法由此诞生。行政执法作为政府机构改革的产物，虽然出现的时间不长，但由于它直接面对基层城管民众，处理的是社会广泛关注的、与群众生活息息相关的热点、难点I问题，因而在社会上具有很大的影响。但目前城管执法在社会上的影响很不好，已经严重损害了城管执法队伍乃至于政府的形象，使社会公众对政府及其执法部门的公信力产生了质疑，影响了政府与公众的良性互动关系，政府对城市的治理出现“失灵”。本文，从政府服务的角度寻找当前城管执法工作中存在的各种问题，认真分析其内在原因，并积极探寻解决诸多问题的对策，力求从体制机制上解决问题，为构建和谐城管执法做出贡献。 本文分四个部分：第一部分概述了城管行政执法，从行政执法、城市管理和行政管理的发展史角度展开论述；第二部分介绍了城市行政管理的背景，以及对城市管理改革的指导理念；第三部分分析了城管行政执法的现状；第四部分对当前城管行政执法存在的问题，提出了相应的解决对策。关键词：城管行政执法；现状；对策AbstractIn 1996 the "PRC Administrative Punishment Law" was promulgated, all localities have the right to administrative punishment for the relative concentration of the experimental work, urban law enforcement was born.
