本科论文摘 要 安全评价作为重要组成部分在当代安全管理工作体系中是重要的。它涉及应用现代安全系统技术以及安全控制理论的原理和方法来筛查寻找，系统中所存在的危险有害因素被识别出来，可以针对系统中危险源和有害因素的存在，进行事故预防降低事故率。同时能够实现最低的事故发生率，可以获得最小的损失和安全投资的最大收益。因此，在本论文中的油库新建项目主要是建设新项目的清洁燃料，其原材料特性为易燃、易爆、易挥发、易渗和毒性等，属于危险化学品。对于油库新建的项目而言，安全是一切的保障，偶尔发生的工业事故及安全生产事故会造成一定的社会和国际后果，并产生一定的影响同时也会对企业造成前所未有的压力。因此如何科学，有效，全面地识别新建油库的潜在危险，做好识别安全隐患和评估新的清洁燃料项目的工作，安全评价采取有效的评价方法，其关键性不言而喻，提出切实可行的控制和预防措施，已成为预防事故的重要环节之一。关键词：安全评价；危险有害因素；清洁燃料；重大危险源Abstract Safety evaluation is an important part in the contemporary safety management system.
