医保支付制度改革对药价的影响研究【摘要】本文通过对药品价格相关政策与现象的阐述、分析和解读，研究医保支付制度改革作用于药价的方式和方法。经研究发现医保支付制度改革对药价的影响来源于医保支付标准和医保支付方式的改革。医保支付标准和支付方式，本身由政府颁布和决定，带有浓厚的政治性质，是政府直接或间接干预药品价格的重要工具。医保支付标准的改革对药价的影响前期通过政策性政府定价来完成，后期通过医保药品目录和报销比例来完成。而医保支付方式对药价的影响则一直通过医药行业关系的联动来完成。人民生活水平高了，对健康的要求也越来越高且医保作为医药服务的主要付费方，药价的高低不仅仅影响了患者的生活水平，也影响了国家和医保机构的运行。所以通过分析医保支付制度改革作用于药价的途径，有利于理顺医保支付制度改革与药价的关系，并为后续医保支付制度改革和控制药价提供参考。【关键词】药价；医保支付制度；政府定价；药品价格形成；医保支付标准注：本论文（设计）题目来源于教师的国家级（或省部级、厅级、市级、校级、企业）科研项目，项目编号为： 2018WQNCX064 。Study on the influence of medical insurance payment system reform on drug price[Abstract] This paper studies the ways and means of the reform of medical insurance payment system on drug price by expounding, analyzing and interpreting the drug price related policies and phenomena.
