船舶应急管理方案设计摘要随着世界航运产业的飞速发展，各种航运事故频繁发生，综合分析引起其发生的原因，主要可以从船舶的安全评估，安全分析和船舶的危险等级划分等几个方面研究。可是，上述方法仅停滞在理论方面，在船舶面对危险时指导的意义很小。所以，需要模仿 IMO 的一些应急方案，依照不同船舶的不同突发情况来设计船舶应急管理方案，尽可能利用船上的所有可能力量来迅速的控制事故并尽量的解决事故，达到保护人员和财产的目的。本论文依据相关际公约、国内法规规定要求，与我国现有的海上船舶安全保障的资源相结合，总结国内外危险系数较高行业应急救援研究结果和经验，通过实施风险等级评估的方法，对客船遇险应急响应预案进行研究。 在对社会服务机构应对突发事件的预案分析、探讨研究，进而总结预案编制一般因素和重点特征，从突发事件的原因和社会一般应急预案的组成要素及结构，结合客船遇险救助的重要特点，综合考虑所有的影响因素，引进了我国海上旅客运输风险资源并在改进预案的基础上，提出客滚船火灾遇险应急管理方案。 客滚船火灾遇险应急管理方案的研究，将在处理应急事故中发挥重要的作用。关键词： 航运 安全 应急方案 客滚船 火灾AbstractWith the rapid development of shipping industry, all kinds of shipping accidents and even malignant incidents occur frequently. Comprehensive analysis of these shipping accidents can reveal various research methods, such as ship safety assessment, safety analysis or classification of ship's dangerous grades. However, these methods only stay in the theoretical aspect and have little guiding significance for ships in the face of dangerous emergencies.
