对政府旧城改造管理的建议——以新郑市皇帝故里周边旧城改造为例摘要 新三步走战略的提出为中国社会未来的发展指明了方向，同时也为未来不同阶段的城市发展提出了新的要求。原有的城市发展体系和结构已经不再适合甚至阻碍着城市发展，尤其以城市中的旧城区发展面临的问题最为明显。旧城区在城市景观、经济发展能力、社会治理、人民生活状况等方面成为整个城市相对落后的区域，越来越引起城市政府和管理者的关注。在旧城改造的过程中，也出现了许多问题不仅阻碍着旧城区改造，而且为城市发展增加了新的难题。政府作为城市管理和城市改造的主体，面对拆迁纠纷、城市局部功能缺失、改造时间长、改造后新功能区发展乏力等问题，要规范自身行为、协调城区内外发展、加强对施工方的监督和管理、制定周密计划，以期满足居民生产生活需要和促进城市发展。关键词 城市管理；旧城改造；地方政府；城市规划Suggestions on the Management of Government Old Town Reconstruction--Take the Reconstruction of the Old City Around the Emperor’s Hometown in Xinzheng City as An ExampleAbstract The new three-step strategy point out the direction for the future development of Chinese society and puts forward new requirements for the future urban development.
