Now the guidelines on how to carry on the assessment of safety risk and environmental risk were not issued by responsible authorities. To comment many assessment reports as a whole, the contents of and methodologies used for the safety risk assessment and environmental risk assessment on the same construction project were garbled, which was not benefit to the emphasizing the different risk and to the full assessment of the risk.
