摘 要在互联网技术普及率不断升高的当下，网络生活已成为民众日常生活中不可或缺的一部分,越来越多的人在网络平台上分享他们的态度、见解和观点，网民的数量急剧增加。网络舆情依托网络形成，在某种角度上是对现实社会状况的折射，政府通过网络舆情可以了解社情民意。随着网络打破了时间和空间的局限,减少了网络舆情的传播的限制,使网络舆情的治理复杂化。本文运用系统动力学的基本原理,建立了网络舆情发展的系统模型,并分析了影响网络舆情发展的因素。通过分析影响网络舆情的因素,建立因果回路图,构建存量流量图以及系统动力学模型,利用 VENSIM PLE 软件对所构建模型进行仿真。基于网络舆情影响力系统模型，发现网民作用、媒体作用以及政府作用三个方面对网络舆情的演变都有不同程度的影响，从而找到网络舆情治理中存在的不足。针对治理中存在的不足，为政府等相关管理部门的管理提供一定的帮助。关键词：系统动力学，影响因素，网络舆情治理AbstractIn the Internet penetration rate rising at present, network life has become an indispensable part of People's Daily life.
