广州市卫生资源配置的宏微观分析[摘要]目的：本文基于建设粤港澳大湾区经济城市圈的背景下，对广州市卫生资源配置的状况和公平性进行研究，分析广州市的发展定位，为我市合理调整资源配置布局、提高卫生资源配置的公平提出相关的政策建议。 方法：本文以2013-2018 年广州市统计数据为对象，宏微观层面描述广州卫生资源配置状况，并利用洛伦兹曲线、基尼系数对我市 2018 年的卫生资源配置公平性进行评价。 结果：广州市政府对卫生事业投入强度不断加大，卫生资源总量呈现逐年增加的发展趋势，并且其人均拥有卫生资源量已经高于全国的水平，但是人口数量大并且很密集，资源分布高度集中。在公平性方面，广州市卫生资源人口公平性的优势大于按地理配置公平性。在人口配置上，除了执业（助理）医师高度不公平外，其他处于较为公平状态，公平程度从大到小依次是医疗机构资源、医院资源、卫生技术人员、医疗机构床位资源；在地理配置上，除了医疗卫生机构达到高度公平，其他卫生资源均不公平。 结论：（1）加强市民身体素质，关注人口卫生问题；（2）合理调整卫生资源的地理布局；（3）扩大卫生人员队伍，提高医疗服务能力（4）加大政府投入，促进卫生事业的可持续发展。[关键词]：卫生资源 资源配置 公平性 洛伦兹曲线 基尼系数Macro and micro analysis of health resource allocation in Guangzhou[Abstract] Objective: based on the background of building the economic city circle of Guangdong-Hong Kong-Macao greater bay area, this paper studies the situation and fairness of health resource allocation in Guangzhou, analyzes the development orientation of Guangzhou, and puts forward relevant policy Suggestions for the reasonable adjustment of resource allocation and the improvement of fairness of health resource allocation in Guangzhou.
