内容提要本文以上海市生活垃圾强制分类政策为研究对象，结合史密斯模型下四类重要影响因素：理想化政策、执行机构、目标群体和政策环境，分析上海市生活垃圾强制分类政策执行现状，研究政策执行过程中存在的具体问题。结合政策执行实际情况，针对分析出的具体问题提出不同的对策建议，期望可以更好完善上海市生活垃圾强制分类政策，最终取得预期的政策效果。【关键词】 史密斯模型 政策执行过程 上海生活垃圾 强制分类AbstractIn this paper, the compulsory classification policy of domestic waste in Shanghai is taken as the research object. Combined with the four important factors of the Smith model: idealized policy, executing agency, target group and policy environment, the present situation of the implementation of compulsory classification policy for municipal solid waste in Shanghai is analyzed, and the specific problems in the process of policy implementation are studied.
