摘要: 地方政府发行地方债券是政府公债体系的重要组成部分，是由一个与中央政府债务即国债相对应的概念。它在分税制较为完善的国家经过了长期的实践检验是一种规范的融资方式。由于地方政府公债主要用于地方基础设施建设，有着筹资灵活、期限较长、信用良好和筹资成本较低等优点，成为各国地方政府普遍使用的重要融资工具。关键词：地方债券； 可行性； 问题及对策Abstract: Issuing local bonds are an important part of the system of government bonds by a central government debt. After long time of practice, it is a regulated and mature system for the tax.
