我国新型农村社会养老保障体系研究Establishing a new type of rural social endowment security system in ChinaTang Pengyu摘 要伴随着我国农村老龄化程度加深，如今我国农村以土地为基础的家庭养老模式正面临着更大的困境。由于现实养老问题日益显著，应当尽快搭建基本保障制度的框架, 完善农村合作医疗制度，提高农村养老保险制度机制，保障三农扶持和农村基础设施的养护，确保农村养老有资金、有体系、有扶持，尽快形成全面化的社会保障工作建设。本文以农业经济学、农业生态经济学、农业政策学等多种学科理论为指导，综合运用调查法、文献综合研究法、跨学科研究法、统计分析法等研究方法，集中阐述了我国新型农村社会养老保障体系相关概念及内涵，围绕我国新型农村社会养老保障体系的现状，具体分析出当前利用过程中存在的主要问题，剖析了导致问题产生的主要因素。最后针对我国新型农村社会养老保障体系建立中的具体问题提出了个人的看法，并提出了具体应对的对策建议，需要从农村土地流转制度改革、完善农村社会养老保障体系和建设农村社区养老机构三个方面来完善农村养老保障体系。关键词： 农村土地流转改革 农村社会养老保障体系 农村社区养老机构AbstractWith the deepening of China's rural aging, the land-based family pension model in China's rural areas is facing greater difficulties.
