However, there are many problems in the traditional model governed by the local government alone. The introduction of new model has become a major breakthrough in the comprehensive management of water environment in China. PPP mode is an innovative mode of operation. Its main participants are government and social capital. Through this mode, both of them bear profits and losses and share risks. Applying PPP model to comprehensive water environment management can not only alleviate the shortage of government funds, but also improve the management efficiency and technical level of related projects, and ultimately achieve a win-win situation between the government and the private sector.
