天 津 市 社 区 和 居 家 养 老 服 务 政 策 研 究摘 要 ： 基 于 我 国 整 个 社 会 以 及 每 个 家 庭 都 面 临着 沉 重 的 养 老 压 力 的 现 状 ， 而 且 家 庭 式 养 老 和机 构 式 养 老 都 面 临 着 自 身 发 展 的 困 境 ， 社 区 和居 家 养 老 服 务 模 式 作 为 连 接 家 庭 养 老 和 机 构 养老 的 纽 带 应 运 而 生 。 天 津 市 作 为 继 上 海 之 后 第二 个 实 行 “ 居 家 养 老 补 贴 ” 的 城 市 ， 出 台 了 一系 列 法 律 法 规 和 相 关 的 政 策 来 不 断 的 完 善 社 区和 居 家 养 老 服 务 这 一 养 老 服 务 模 式 。 本 文 通 过文 献 分 析 指 出 天 津 市 关 于 社 区 和 居 家 养 老 服 务的 政 策 特 点 ， 调 研 影 响 天 津 市 市 民 对 于 社 区 和居 民 养 老 服 务 满 意 度 的 因 素 ， 并 借 鉴 国 内 外 的相 关 经 验 ， 对 于 天 津 市 的 社 区 和 居 家 养 老 服 务政 策 提 出 相 关 建 议 。关 键 词 ： 社 区 和 居 家 养 老 服 务 模 式 社 区 和居 家 养 老 服 务 政 策 政 府毕业设计（论文）外文摘要Title Research on the Policy of Community and Home-based Endowment Service in Tianjin AbstractWith the acceleration of the aging process, and based on the weakening of family pension and the plight ofinstitutional pension, community and home pension service model as a link between family pension and institutional pension came into being.
