外籍劳工引进机制探索摘 要:由于人口基数大,我国长期以来被认为是劳动力大国,这也导致我国在引进外籍人员的时候,标准定得较高,从事简单工作或非技术性工种的外籍人员很难获得工作签证。然而,随着经济的持续发展,国内劳动力成本持续提升,低端劳动力市场已经开始面临“用工荒”,再加上宏观人口结构变化导致的未来劳动力断崖式下跌,我国要维持经济的稳步增长和保持消费市场规模,势必需要适时调整外籍低端劳动力引进机制,需要提前布局、未雨绸缪。本文尝试以人力资本理论和劳动力流动动因理论为理论依据,把握双重劳动市场格局的形成规律与劳动力流动的内在逻辑,梳理借鉴新加坡、韩国、马来西亚与我国港澳台、云南德宏、浙江义乌等地在管理外籍劳务人员方面的做法和经验,基于现实需求分析与潜在风险预判,探索搭建具有中国特色的外籍劳工引进机制框架,希望能够为全方位加强外国人管理、实现经济社会持续高质量发展提供依据和参考。关键词:外籍劳工;劳动力引进;外国人管理;出入境管理;I Exploration of foreign labor introduction mechanismAbstract: Due to the large population base, China has long been regarded as a labor force country, which also leads to a high standard in the introduction of foreign personnel, and it is difficult for foreigners engaged in simple work or unskilled jobs to obtain work visas.
