I摘 要外汇储备对于国家而言具有重要的战略性的意义，而我国目前的状况而言，对于外汇有着大量的海外储备，且资产结构的管理上存在一定风险，然后在借鉴日本和挪威两国外汇储备管理经验的基础上，提出了以下几点建议：一是建立多层次的外汇储备管理体系，针对我国外汇的管理需求作出明确的调控，通过多项目投资的方式降低投资风险，并且对资产管理的体系结构做好修改；二是完善外汇储备的风险管理机制，学习其他国家优秀的量化管理工具、制定相关措施；三是选择多元化的币种，适当减少美元资产的比重；四是提高我国外汇储备运营管理水平，做好外汇储备规划的整体管理；五是对国家海外资本的储备做出调整、对重要的物资进行整顿、制定完善的海外资本发展计划，从而对我国发展做出推动。关键词：外汇储备；外汇管理；外汇体制IIIAbstractThis paper analyses the problems existing in the Chinese foreign exchange reserve management, including foreign exchange reserve scale and unbalanced assets structure, the efficiency of management of foreign exchange reserves is low.
