新形势下社会医疗保险和商业健康保险的合作模式探析摘要 医疗卫生服务是公共产品，它所存在的外部性及其竞争性是普遍存在的，公共产品依靠政府推行医疗卫生服务，并不由私人或者企业提供，公共产品是由市场提供效率存在的问题，是政府和市场的调控发展下发展起来的医疗服务，公共产品通过政府在公共卫生方面支撑了医疗卫生服务的发展，对于政府加大农村医疗服务增加了充分的理论依据。 本文从当今社会和商业医疗保险的矛盾与缺陷出发，分别概述了社会医疗保险的主要缺陷和商业医疗保险的主要缺陷并且进行了社会和商业医疗保险的比较。然后分别从社会医疗保险的改进和商业健康保险的改进从而对新形势下社会医疗保险和商业健康保险的合作模式进行探析，论述了社会和商业医疗保险共同合作可以从价格方面、机制方面和医疗保险水平方面共同促进医疗保险水平的提高，从而最终切实保障劳动者的健康权益。关键词：社会医疗保险 商业医疗保险 合作模式1The social medical insurance and commercial health insurance cooperation pattern analysis under the new situationAbstractThis article from the current society and the contradictions and defects of commercial medical insurance, and outlines the main defects of the social medical insurance and commercial medical insurance.
